What Does "No Standing" Really Mean??
Parkazine reader Elizabeth sent us this great question:
"I don’t totally understand "no standing". Can you park at this sign "no standing 8am-6pm (M,W,F)/no parking 10am-1130am (M & Th)? Does this mean you can park after 11:30 am even though it says you can’t stand there from 8-6? If a sign says no standing, can you park there?"
Answer: "No standing" seems to confuse people more than almost any other parking terminology. Standing means sitting in your car, behind the wheel while parked. So if the sign says no standing, it is really telling you that not only can’t you park and leave your car, but you can’t even park and stay in your car, for instance while waiting to pick someone up.
This means that in the example you gave, you can’t be there at all on M, W & F between 8am-6pm. On Tuesdays you can park there all day and on Thursdays you may not park between 10am-11:30am.
If you’re noticing that something doesn’t make sense, you’re right. Why have the street cleaning regulation (no parking 10am-1130am) in effect on Mondays if you can’t stand there anyway? There really is no good answer - it doesn’t make any sense. Perhaps they’d say that they already have the signs created that say "No parking 10am-1130am (M & Th)" and that it would cost them too much to make one sign that just has the regulation for Thursdays. Another answer might be that they want to confuse you - they hope you’ll think you can park there and make the mistake so that they can give you the $115 parking ticket. I tend to think that this is the real reason - but I’ve gotten pretty cynical about parking (especially about parking tickets).
Just remember, if the sign says "No Parking" you can still stand, but if it says "No Standing", you can’t park.
